Spec Changes

Fresh Reader may treat feed items with already registered urls as new items even for the feed items whose urls should be treated as a unique id even if they are not specified as guid. This was changed to treat them as old items unless titles/descriptions were not modified.
Allow users to cache pages in Mobile version.
Added time zone for date/time format for mobile version. cf. Date/Time data and Timezone

Multi-byte strings may corrupt when used with Mac Safari.
Fresh Reader may treat all feed items as new items when used with PHP4.
Fresh Reader may not work with Zeus web servers.
Fresh Reader may not work when "include_path" of the PHP settings does not include current directory (.).
A RSS feed of latest news and/or hot entries opens in the same frame window when it is subscribed.
Fresh Reader sends invalid charset headers for mobile version.
Invalid HTML code ">" is included in some pages.
